Provide resources to
Planning Department for long range planning, citizen participation,
infrastructure concurrency studies, timely implementation, and monitoring to

Continue coordination
and planning between County and State agencies, Hawaiian communities, and

Trails and Bikeways� (Park, Public

Complete the Upcountry Greenway and Trails Master Plan, establish funding, and begin construction to meet needs of cyclists, walkers, horseback riders, joggers, and others. (Upcountry Plan, pp. 31-34 and 40-1)
Parks Planning� (Park funds)
Begin now planning a
regional park and small parks (horseshoe pits, barbeque facilities,
playgrounds) in conjunction with trails and bikeways to serve residents and
visitors and to protect open space and rural lifestyle. Meet current youth and
family needs with tennis courts at Kula Community Center and an Upcountry skate
park. For seniors, install a bench at the Kula Community Center. (Upcountry

Recycling Center� (Public Works

Establish a Kula
recycling center in a central, accessible location. (Upcountry
