 Water Supply and Distribution

Give first priority to agriculture and Hawaiian Homelands, then existing and new residential needs. (Upcountry Plan, pp. 11 & 34-6)

 Ambulance Service

Support 24-hour, Kula-based ambulance and provide permanent, central Kula facility. (Upcountry Plan, pp. 41-2)

Police Recruitment and Funding to Sustain Community Police Officer(Police funds)

Kula and other Community Police Officer positions are vacant or under staffed when CPOs are assigned to patrol in areas experiencing staff shortages.Recruit and retain to fill vacancies. (Upcountry Plan, pp. 41-42)

 Planning(Planning funds)

Provide resources to Planning Department for long range planning, citizen participation, infrastructure concurrency studies, timely implementation, and monitoring to ensure compliance. (Upcountry Plan pp. 43-7, 50-61)

Hawaiian Homelands(Planning and Public Works funds)

Continue coordination and planning between County and State agencies, Hawaiian communities, and Upcountry community to ensure integration with community. (Upcountry Plan, pp. 28-9)

Trails and Bikeways(Park, Public Works, and CIP funds)��

Complete the Upcountry Greenway and Trails Master Plan, establish funding, and begin construction to meet needs of cyclists, walkers, horseback riders, joggers, and others. (Upcountry Plan, pp. 31-34 and 40-1)

Parks Planning(Park funds)

Begin now planning a regional park and small parks (horseshoe pits, barbeque facilities, playgrounds) in conjunction with trails and bikeways to serve residents and visitors and to protect open space and rural lifestyle. Meet current youth and family needs with tennis courts at Kula Community Center and an Upcountry skate park. For seniors, install a bench at the Kula Community Center. (Upcountry Plan, pp .18-24 and 40-1)

Recycling Center(Public Works funds)

Establish a Kula recycling center in a central, accessible location. (Upcountry Plan, p. 36)
