Call to Order The meeting was called to order by President John Wilson at 5:30 p.m. in the Kula Elementary School Library. Attendees Members present were: Gerri Hestand, Alan Kaufman, Tom Jewell, Elliott Krash, Henry Lau, Dick Mayer, John McDonald, Mitch Silver, Steve Sutrov, and John Wilson. Members excused were: Sue Guille, Brian Jenkins, and Karolyn Mossman. Members absent were: Henrietta Chong, Erwin DePonte, Ben Keau, Charlie Maxwell, and Ron Sakugawa. Others attending were: Charmaine Tavares, County Council Member and Ernest Soares, Community Police Officer. Treasurer's Report Secretary's Report Communications Alan Arakawa, County Council Planning Committee Chair: A letter stating the KCA is reviewing the planning process and will respond to the Council's request for comment. (See Committee Reports - Land Use/Planning) To KCA from: Wailuku Hawaii Main Street Association: A flier announcing a conference for small businesses. Community Work Day: A newsletter thanking all participants in recent clean up efforts and requesting support for the "Litter Bugs Me" project on 18 July and the "Get the Drift and Bag It" program on 19 September. Committee Reports Land Use/Planning: (See Communications - From KCA to:) John Wilson shared a memo from Brian Jenkins offering his comments on the proposed changes to the Community Plan process. Discussion focused on several of the proposals, including: staggering the review of plans; setting deadlines for each step of the review process; and making the Community Plans and County General Plan congruent. There was also discussion on whether or not to forward Brian Jenkins comments as the KCA's position. Because his comments did not address several concerns raised by other Board Members, the decision was made to have the Land Use/Planning Committee bring a proposed KCA position to the next KCA Board Meeting and in the meantime to forward Brian Jenkins' comments to Alan Arakawa with a note that these are some of the issues the KCA is reviewing, and a formal KCA position will be adopted at the 6 August Board Meeting. Membership: Gerri Hestand reported that of the 586 members reported at the last meeting, only 94 have paid their 1998 dues. It was noted that the August newsletter and the Candidates' Night program will boost membership substantially. The suggestion was made to have a membership table at each door at the 27 August meeting. Water: John McDonald reported that the Department of Water Supply has not yet set dates for meetings of the advisory committee to review upcountry water supply concerns. He has informed the DWS that the KCA will be represented by Tom Jewell, with Elliott Krash and himself serving as alternates. Unfinished Business Candidates' Night Programs: Dick Mayer distributed a memo outlining the logistics and listing Board Members designated for specific tasks. He reviewed the details and solicited additional volunteers including: posters - Steve Sutrov; literature table - Dick Mayer; donations for Akaku cameras - Alan Kaufman; KCC set up and take-down - Elliott Krash, Henry Lau, Dick Mayer, Ernest Soares, Steve Sutrov, John Wilson; membership tables - Gerri Hestand and Elliott Krash; crowd control - Ernest Soares; and donations of refreshments - TBD. The Election Forums Committee will meet on 21 July, at 5:30 p.m. in the Kula Elementary School library to select the candidates to be invited and to begin writing the questions to be asked each set of candidates. Board Members may submit questions to Alan Kaufman or Dick Mayer and attend the meeting. Hawaiian Homes: John McDonald and John Wilson reported on several recent events relating to the Hawaiian Homes Waiohuli Development: the meeting called by Roderick Fong to discuss issues of interest to both Keokea residents and Waiohuli Homesteaders; the groundbreaking ceremony for the Waiohuli Development; and the meeting between KCA and DHHL representatives. Highlights of each event included: -Fong Meeting -- Keokea residents and the Homesteaders shared concerns that education, other services, and infrastructure needs must be addressed. Another meeting is scheduled for 15 July at St. John's Episcopal Church in Keokea. -Groundbreaking Ceremony -- Presenters included Governor Cayetano; Kali Watson, Hawaiian Homes Commission Chairman; Ilima Visaya, Waiohuli Hawaiian Homesteaders President; and Mona Kapaku, DHHL Maui District Supervisor. -KCA/DHHL Meeting -- During discussed it was noted that the land beside the highway is not currently planned as a commercial strip; land could be set aside for schools but the DOE must be involved; land is available for parks but there must be coordination with the Hawaiian Homes Commission; and anticipated growth is expected to be slow. Following discussion on how the KCA can work with all community groups and governmental entities that want to achieve a successful completion of the Waiohuli Development and its integration into the community, it was decided that; - John Wilson will write Kali Watson for information and/or a meeting to address KCA's questions. - John Wilson will extend an invitation to the Waiohuli Community Association Board of Directors to nominate an individual for the Kula Community Association Board of Directors.
Kula Beautification Projects: Henry Lau reported that he has eight jacaranda trees and can get more for planting along the highways. He shared the Highway Department's guidelines that the trees must be behind a guardrail or 30 feet from the roadway and that the Highway Department staff will not plant, water, or tend the trees. During discussion it was decided that: - Kula residents should be encouraged to gather and pot seedlings. - Planting should be done in the wet season. - There should be coordination with Sandy Rice, Outdoor Circle and other individuals and groups involved in similar projects previously and currently. Henry Lau offered to continue coordinating the effort and will work towards a planting project for the winter months.
