Board Meeting Minutes

October 5, 2000

 

Call to Order

The meeting was called to order by President Elliott Krash at 5:30 p.m. in the Kula Elementary School Library. 

Attendees

Members present: Hari Ajmani, Erwin DePonte, Marjorie Hill, David Jenkins, Elliott Krash, John McDonald, Dick Mayer, Verna Nahulu, Steve Sutrov, and John Wilson.

Members excused: Gina Flammer, Alan Kaufman, Terry McBarnet, Karolyn Mossman, Mitch Silver

Members absent: Tom Jewell.

Resignation: Ernie Soares, Community Police Officer

Treasurer's Report

Treasurer John McDonald reported a balance of $997.63 with income of $1.22 in interest and $504 for tee shirts (34 tee-shirts are left and $624 is due).   On a motion from Verna Nahulu, with a second from Hari Ajmani, the report was accepted subject to audit.

Secretary's Report

On a motion by John McDonald, with a second from Erwin DePonte, the September meeting minutes were approved as submitted by Gina Flammer.

All communications listed on the agenda were circulated and discussed at the meeting. 

Committee Reports

Communications

T-shirt design: Elliott Krash reported for Mitch Silver that the Curtis Cost design with the old water tank and the jacaranda will be used for tee shirts and logo. 

Newsletter: The Board was asked to consider what should be included in the winter newsletter.

Bylaws: Elliott Krash distributed for John Wilson copies of the bylaws with in which proposed revisions were indicated in italics.  Prior to the next Board Meeting she will email/fax a larger-font version.

Land Use/Planning

Church Sign: Dick Mayer spoke with Pastor Finberg of the Upcountry Fellowship Church about the sign being too large with the lights glaring into oncoming traffic and inappropriate to the area. Aric Nakashima of Pukalani Community Association, The Outdoor Circle, and Barbara Long have the same concerns about the sign.  The Board of Variances and Appeals is scheduled to meet again October 12.  Elliott Krash will contact Aric Nakashima to suggest that he ask Rev. Finberg to postpone the meeting until all concerned parties can meet together.  

Comprehensive Zoning: Upcountry areas included in  the recent comprehensive zoning are the communities of Paia, Makawao, Keokea, and Waiakoa. Dick Mayer can provide additional information for those interested.

Fire Station Antenna: It has been reported that a Coast Guard antenna is planned for the top of the fire station. Detailed information is not known at this time and Board Members were asked to report back to the group as more is learned.

Crater Road: The County Council is reversing its earlier decision and will allow landowners who wish to rezone their property from 1-acre rural (one dwelling and one ohana per acre)  to 1/2-acre rural (one dwelling per half acre).

Upcountry Community Associations: Maui Association of Upcountry Community Associations - MAUCA - is the suggested title for the group. The group will meet monthly on the first or second Monday of each month. The next meeting is October 9th.  The community groups invited to be involved include: Pukalani, Makawao, Haiku, Olinda, Haliimaile, Kula, Farm Bureau, Community Voices Upcountry, Hawaiian Homes, Kula 200, PTA's, and schools. Also suggested were members of the media, youth groups, merchants groups, trail/bike/equestrian associations, and the National Park Service. Each group or association will be represented by 1-3 members. The common concerns identified at the first meeting are:

        Infrastructure - Roads, electrical, and ambulance

        Education - Size of schools, design, over-enrollment

        Elderly - Housing, medical services, transportation

        Preservation of Rural Environment

        Planning - Long term and on-going

Unfinished Business

General Election Forum: Verna Nahulu made a motion that $75 be appropriated for refreshments, with a second by John McDonald.  The motion carried.  A reminder will be made at the meeting to renew dues. 

Contribution to AKAKU: Dick Mayer made a motion that no more than $500 be appropriated to AKAKU for filming both elections. Erwin DePonte seconded the motion.  John McDonald voiced an objection because specific costs are not yet known. The motion carried. Candidate donations toward filming costs was discussed.  Marjorie Hill reported that the Senior Fair charges $100 for a table.  It was proposed that an announcement be made at the meeting to request donations, but a final decision was left to Dick Mayer and the committe that meets on October 12 to finalize plans for the forum.

New Business

County Budget Meeting Presentation: The Mayor and administration representatives will hold their Upcountry budget hearing on Oct. 17th, 6 p.m., at the Kula Community Center.  Elliott will attend the meeting and present testimony using the list of priorities developed for previous budget hearings. Items she will highlight include police recruitment to fill Kula Community Police Officer vacancy and other vacancies and the street addressing project.  Also, she will check with Sue Guille on the status of trail and bikeway projects and decide whther or not to include that in her remarks.

New Board Member: Dick Mayer moved that Marjorie Hill be made a Board Member.  Erwin DePonte seconded the motion, which carried. 

Adjournment

On a motion by Dick Mayer with a second by Erwin DePonte the meeting was adjourned at 7:24 p.m.
