Board Meeting Minutes
November 1, 2001
Call to Order
The meeting was called to order by President Elliott Krash at 5:30 p.m. at the Kula Elementary School.

Treasurer's Report
The Treasurer's report submitted by John Wilson showed the balance of $_____with year to date income of $_____ ( $___ interest income, $34.09 refreshments, $1,870.00 in T-shirt sales, $200.00 donation, 2001 dues $1,220.00, 2002 dues $10.00, and $225 deposit refund) and year to date expenses of $_____($125.00 mail permit, $32.00 P.O. box, $_____ web site, $_____ T-shirt printing, $500 filming of election forums by AKAKU, $100 video taping, $______ administrative expenses, $______refreshments, and $821.40 newsletter). The Treasurer's report, subject to audit, was filed.
Secretary's Report
The secretary's report of the October meeting was approved as submitted by Gina Flammer.
Communications
Agendas listed all communications and a folder containing all items was circulated for review.
Special Report
Mo Earler reported on the Hawaiian settlement at Kahikinui, with lands spreading across seven ahupuaa. He explained how the community blends traditional and contemporary values and reviewed some of the rewards and challenges of surviving "off-the-grid", without any infrastructure, in a self-sufficient, rural-subsistence environment. Some of the most important lessons they have learned are righteousness, focus on priorities, and partnership-not-competition. Their major problem is water. Suggestions that emerged during discussion included:
� Water from at least one of the wells planned for Wailea 670 should be dedicated to the Kahikinui homesteaders.
� One of the wells planned for adjacent Auwahi should instead be drilled in Kahikinui.
� Grants, free legal work, and other funding sources should be sought for assistance in drilling a Kahikinui well and determining the impact on the Kahikinui aquifer of drilling the Wailea 670 wells.
Committee Reports
Water
Meter fee increase: Elliott Krash and Dick Mayer reported that the proposed increases in the fee for new water meters likely will not apply to those currently on the waiting list, based on testimony and discussion at recent Board of Water Supply meetings.
BWS Rule for Issuing Upcountry Meters and Upcountry Source Adequacy: Elliott and Dick also reported that the proposed rule for issuing meters according to the wait list does not observe the priorities required in the Upcountry Community Plan. They explained that no meters would be issued unless the BWS finds that there is adequate water source Upcountry. Director Craddick has sent a memo to the BWS advising that there is adequate supply, but the Board and public have raised questions about the data and rationale used and the matter is still under review by the BWS Committee of the Whole.
Planning
Antennas: Hari Ajmani reported on the location and specifications of the AT&T cellular communications antenna and reviewed the questions and concerns raised by KCA in the letter sent to the Planning Commission. He and Dick Mayer explained that the scheduled hearing by the Commission had been postponed when Dick testified to an error in the TMK listed on the published agenda. Hari reported briefly on the proposed TV broadcasters antenna "farm" in Polipoli. The planning committee will meet and draft a response to the consultant for the project.
Beautification
Arbor Day: David Jenkins reported that for Arbor Day a tree give-away project is planned. It will be Saturday, November 10 at 9am at the Kula Botanical Garden. The Outdoor Circle, County Arborist Committee, and KCA are co-sponsoring. Robin McMillan is coordinating the tree donations, Outdoor Circle president Warren McCord is hosting the event at his Botanical Garden, and the KCA will have volunteers to help set up and hand out the trees. Volunteers were requested and the list will be sent via email.
Unfinished Business
November 15th General Meeting & Program: The draft agenda and slates of officers and directors were reviewed. The usual list of tasks and volunteers will be sent via email for confirmationand reminder.
New Business:
Harvest Fest: Alan Kaufman reviewed the Harvest Fest schedule and said that he has ordered a new supply of Tees. Volunteers were asked for and a list will be prepared via email.
Adjournment
The meeting was adjourned at 6:45 so that Planning Committee members could attend Charmaine Tavares' planning process meeting at 7pm meeting at the Kula Community Center .
