The vision of the Kula Community Association is to preserve open space, support agriculture, maintain a rural residential atmosphere, 
and to work together as a community.
The specific purpose of this association is to improve the quality of life for the residents of Kula, to promote civic welfare 
and generally to benefit the community of Kula.


Fiscal Year 2003 Budget - County Council Public Hearing - March 28, 2002 

(Please consider the Makawao-Pukalani-Kula Community Plan in your budget decisions. The Upcountry Plan addresses policy, programs, and projects important to our community.) 

Water Supply and Distribution (Board of Water Supply Budget) 
Give first priority to agriculture and Hawaiian Homelands, then existing and new residential needs. (Upcountry Plan, pp. 11 & 34-6)

Ambulance Service (State budget)
Support 24-hour, locally-based ambulance service for Kula. (Upcountry Plan, pp. 41-2) 

Police Recruitment and Funding to Sustain Community Police Officer (Police funds)
Continue recruiting to fill vacancies. Kula and other Community Police Officer positions are vacant or under staffed when CPOs must be assigned to patrol areas with staff shortages. (Upcountry Plan, pp. 41-42)

Planning and Transportation (Planning funds)
Provide resources to the Planning Department to help the Department accomplish its goals of timely review, long range planning, plan updates and implementation, citizen participation, infrastructure concurrency, and compliance monitoring. (Upcountry Plan pp. 43-7, 50-61) 

Support the Transportation Coordinator position to work with the Planning Department and other County, State, and Federal offices to meet current and future transportation needs. (Upcountry Plan pp31-4) 

Hawaiian Homelands (Planning and Public Works funds) 
Continue coordination between County and State agencies, Hawaiian communities, and the Upcountry community to ensure successful settlement and integration with the community. (Upcountry Plan, pp. 28-9)

Trails/Bikeways, Parks, and Open Space (Park, Public Works, and CIP funds) 
Complete the Upcountry Greenway and Trails Master Plan, establish funding, and begin construction to meet the needs of cyclists, walkers, horseback riders, joggers, and others. (Upcountry Plan, pp. 31-4 and 40-1)

Continue planning regional and small parks in conjunction with trails and bikeways. Support the tennis court improvements at Kula Community. (Upcountry Plan, pp .18-24, 30-3, 40-1)

Support the set-aside for purchase of open space. (Upcountry Plan, pp. 18-36)

Support the Environmental Work Force to eradicate invasive plants and insects. (Upcountry Plan, pp. 24-6) 

Recycling Center (Public Works funds)
Establish a Kula recycling center in an accessible location. Support the policy of no residential tipping fees to reduce illegal dumping and littering and help control mosquitoes. (Upcountry Plan, p. 36) 

Upcountry Government Service Center (CIP funds)
Support the establishment of the proposed Upcountry County Service Center. (Upcountry Plan, pp 41-3)
