General Meeting Minutes
19 August 1999

Call to Order

The meeting was called to order by Vice President Elliott Krash at 7:00p.m. in the Kula Community Center. Approximately 150 people were present.

Treasurer's Report

On May 27, 1999 our balance was $1,733.80. Income was: $346.40 ( $41.00 from dues, $300.00 t-shirt sales, $5.40 interest). Expenses $170.17 (banner $104.00, other $66.17). New balance on August 19, 1999 is $1910.03.

On a motion by Steve Sutrov, seconded by Dick Mayer the treasurer's report was approved as submitted by Treasurer John McDonald.

Secretary's Report

On a motion by Dick Mayer, seconded by Steve Sutrov, the minutes of the 27 May, 1999 General Meeting were approved as submitted by Secretary Susan Guille.

Special Presentation

The KCA board made a presentation to recognize Community Police Officer, Ernest Soares on his recent honor

as Maui Police Officer of the Year. Congratulations Officer Soares.

Program: "What's Happening in Kula" Moderator: Dick Mayer

Kihei/Upcountry Highway: Speakers; Pericles Manthos, Administrator-HDOT, Warren Unemori, Project Manager and David Atkin, Draft EIS Consultant.

 

Purpose and Need

*Improve systems link between Upcountry and Kihei.

*Support economic development (help for the tourist industry).

*Address existing intersection capacity deficiencies.

*Satisfy increased transportation demand.

*Promote the national interest as expressed through legislative directive.

*Increase coastal evacuation capacity.

Preliminary plans started with 8 Upcountry termini, it has now been pared down to 4. U-1 is located at Haliimaile Rd., U2-A is located at the 5 Trees intersection, U2-B at the Kulamalu project, U-3 Pulehu Gulch.

The Kihei termini have been pared down to 2 sites, K-1 at Kaonoulu and Piilani Hwy. and K-2 at Ke Alii

Alanui and Piilani Hwy. The plan is to build a 2 lane highway initially but right of way will be acquired for 4 lanes. The draft EIS is out and available for public review until October 14, 1999. All comments received have to be addressed in the final EIS. The formal hearings will be held in an Open House format on September 29th at the Kihei Community Recreational Complex and September 30th at the Hannnibal Tavares Community Center in Pukalani. The Open House format will have informative displays, videos and discussion with experts. There will be 2 court reporters taking individual testimony. Comments can also be submitted in a drop box or by mail.

There is no recommendation by the DOT on which route to chose at this time. No build is an option available.

Kula Elementary School: Speaker Rene Yamafuji, Principal

The school has an enrollment of 470 students. The State education standards are being reformed to put

emphasis on content and performance. There is currently a 6 classroom building under construction, slated for completion in August of 2000 to coincide with the development of the Hawaiian Homelands project. There are currently 14 permanent classrooms and 12 portable classrooms. The community can help the school by tutoring,

and supporting the PTA fund-raiser the Harvest Festival.

 

Upcountry Schools Grant: Speaker Norma Barroga, Grant Coordinator

The federal government has awarded the Upcountry schools a 3 year, $1.8 million grant for after school and summer programs. The project "Ka Upena Hoohui" or "The Connecting Net" will improve academics and social skills. Six schools will participate Kula, Pukalani, Makawao, Haiku and Paia. The purpose is to help students who are failing, families with poverty, crisis, substance abuse and discipline problems. They will receive social and emotional support. The 4 programs are the Literacy Net-Tutoring program, Library & Computer Net-extended library program, Summer Net-summer program and Diploma Net-GED services. Volunteers are needed to work with the program. The Program is headquartered at King Kekaulike High School and you can contact

Kula Hospital: Speaker Alan Lee, Kula Hospital Director

The Kula Hospital is currently planning for the future and trying to determine the needs of the community. The top 6 priorities for medical and healthcare issues are:

1. Ambulance Coverage-Expand Hours

2. 24 Hour Emergency Services

3. Development of a clinic in Pukalani

4. Expand acute care services

5. Expansion of long term care and health services

6. Alternative medicine

Currently the clinic is in operation Monday through Friday from 8am to 5pm. Other areas of expansion being considered by Kula Hospital are the development of an adolescent home on the grounds, as well as an assisted living complex.

 

Hawaiian Homelands: Speaker Darrell Yagodich, Planner DHHL

The DHHL lands are in a perpetual public trust for Hawaiians that have 1/2 or more Hawaiian ancestry. There are 6000 acres in Kula. Currently there are 318 1/2 - 1 acre lots in the Waiohuli development and 71 lots in the Keokea Farms development. Occupancy will begin in the fall of 2000 (based on water availability). The DHHL will work with homesteaders on financing, construction and self help housing. Lots have also been set aside

for public facilities. The Keokea Farms project is in the planning stages and infrastructure construction will begin in the fall of 2000. There will be dual water lines for residential and irrigation uses. After these projects are complete DHHL will evaluate where to develop next. The lessees have a 199 year lease that can be passed on to their family. Lessees are exempt from county land use criteria but they must pay property tax on the value of the structure as well as comply with county building codes.

 

Kulamalu Development: Speaker Everett Dowling, President Dowling Co.

The Kulamalu project is a 273 acre project comprised of a 15 acre park, 15 acre commercial development, 350

residential lots, 75 elderly housing units, Kamehameha Schools and a 5 acre site for Hawaiian activities. The infrastructure has been developed over the last two years. The well drilled for the project is good and currently pumping. Kamehameha Schools opened up this fall with classes from K-6. There are currently buildings on 15 of the 100 acres. The 75,000 sq.ft. commercial development with have Longs Drugs as a tenant, with plans for a theater and restaurants as well. Trees will be planted along the highway as well as 50% native plants. Shields will be put on the lights on the highway in a couple of months by Maui Electric to cut down on the intensity.

The acceleration and deceleration lanes are in place and if necessary a traffic light can be added.

A question and answer session followed the evenings program. The meeting was adjourned at 9:05pm.
