General Meeting Minutes
15 November, 2001


Call to Order
The meeting was called to order by President Elliott Krash at 7:00 p.m. in the Kula Community Center. 

Attendees
Approximately 45 people were present.

Secretary's Report
The minutes of the November 15, 2001 General Meeting were distributed. On a motion by John Wilson, seconded by Mitchell Silver, the minutes were approved as submitted.

Treasurer's report
John Wilson read the Treasurer's Report. He reported the previous balance at ______. With income of _______ and expenses of _______, the current balance is $_____. As there were no additions or corections, the report was filed for audit.

All announcements listed on the agenda were made. 

Special Report
Safety - Street Readdressing: Lance Taguchi reported that the readdressing project has proceeded smoothly with the cooperation of police, fire, other emergency responders, LUCA, Post Office employees, the telephone service, and community groups and individuals. He said the new addresses are primarily to improve safety and have been been generally accepted, with only a few questions and concerns. He emphasized that the County, not any specific individual or group, has primary responsibility for the project and that individuals with criticisms or concerns should be asked to call Lance. Jimmy Aarona, Kula Postmaster, said that all new addresses have been distributed and that new numbers should be installed on the mail box and/or property markers right away. He also advised putting the old and new numbers inside the mail box to assist the mail carriers. He reminded everyone to call Verizon with their new address so they could be located in the event of a 911 emergency. Marjorie Hill updated the group on the role of Community Voices Upcountry in paying for the street numbers with their grant. She emphasized that the numbers should be picked up at Kula Ace Hardware and installed on the mail box or a visible site as soon as possible. Kula Ace owner, Wally Taylor, was introduced. Audience member Sue Self displayed a flyer that the CVU group is distributing to urge everyone to change their numbers for the sake of safety. Other audience comments and questions focused on revisions to street names and signs and Lance responded.

New Business
Election of Officers and Directors
Nominating committee chair, Mitchell Silver, presented the following slates for 2002 and motions to approve each were carried: Officers -- President - Elliott Krash; Vice President - Gina Flammer; Treasurer - John Wilson; Secretary - Verna Nahulu 
Directors -- Hari Ajmani, Frank Catanzaro, Gina Flammer, Marjorie Hill, David Jenkins, Alan Kaufman, Elliott Krash, Dick Mayer, Terrry McBarnet, Karolyn Mossman, Ron Nagata, Verna Nahulu, Mitchell Silver, Steve Sutrov, Wally Taylor, and John Wilson.

Program: 
Introduction: Elliott Krash introduced the program by explaining that after the 9/11 disaster and subsequent disruption in the community, the decision was made to focus the November program on Kula and what can be done in our neighborhood and our own backyards to improve the quality of life for all Kula residents. She reminded everyone about the food bank collection and referred to the topics on the agenda highlighting projects already underway that need everyone's continued understanding and support. 

Our Neighbors, Our Neighborhood
Mitchell Silver presented the audio-video show he produced, "Our Neighbors, Our Neighborhood" that features people, places, activities, and scenery around Kula.

Protecting Our Pets 
Maui Humane Society veterinary technician, Kelly Maguire, discussed several programs offered by MHS to help pet owners care for their pets during economically difficult times. She explained and distributed flyers on spay and neuter funding assistance and the pet food bank.

Curbing Outdoor Light Pollution
Mike Maberry, Assistant Director of the University of Hawaii Institute for Astronomy, Haleakala Center, and Steve Sutrov, KCA Director, gave a multi media presentation on why and how we must curb outdoor light pollution. They discussed the aesthetic, economic, safety/security, cultural/religious/historic, scientific, environmental, and other reasons for limiting pollution of the night sky. They also showed slides illustrating appropriate and inappropriate fixtures and applications in Kula and other areas on Maui. Mike and Steve and the third member of their team, Lee Altenberg, have drafted a proposed County ordinance that would establish lighting standards and enforcement measures for Maui. They have presented the proposed ordinance to the Council and will be seeking support as it is reviewd by a Council-appointed task force, debated in the Public Works and Transportation Committee, and considered for approval by the Council. Axis Deer Project 
Alan Kaufman presented a slide show on recent research to monitor and control the axis deer population on Maui. He reviewed the history of the deer's introduction to the islands, displayed maps showing the wide range of the deer, and showed graphs on past and projected growth of the herds. He described some of the health, safety, and economic impacts of the deer, including: auto accidents, disease transmission, and destruction of crops, native plants and animal habitat, pastures, golf courses, and other public, private, and commercial property. He also discussed possible control methods and the pros and cons of each, mentioning hunting, extermination, birth control, ranching, and containment. He emphasized that at this time there is no single, simple solution to this potentially devastating problem. However, Maui Axis Deer Group members and others continue to use available controls and pursue research for birth control and other economically, scientifically, socially, and environmentally feasible measures.

Alien and Native Plants
Robin McMillan, member of the County Arborist Committee, and owner of Native Gardenscapes Nursery, introduced and thanked everyone who had helped with the Kula Arbor Day Tree Give Away the previous Saturday. He and Dave Jenkins reminded the audience that there were still a few keiki trees available for adoption. Robin briefly reviewed the importance of eradicating invasive alien species and planting natives, giving a few examples of each. He provided free books, bookmarks, and other materials on appropriate plants for Maui and their cultural requirements.

Kula Community Center Tennis Court
Steve Sutrov reported on the status of tennis facilities at the Kula Community Center. He is one of the coordinators of a group Kula tennis buffs campaigning for one or two additional courts and miscellaneous upgrades. The group met with the Mayor, presented proposed plans, and testified at the Administration Budget Hearing. They have received a comittment for additional court(s), backboard, appropriate lighting, storage facility, and parking.
