The following May 2000 newsletter was recently sent to all Kula residents:

KCA Meeting May 18th, 6:30pm Kula Community Center
All Upcountry residents are welcome! The topic is: "How Can We Keep Kula Safe?" There will be an Open House starting at 6:30 p.m. with refreshments and informational videos and displays and class sign-up forms. The program begins at 7 p.m. with brief presentations by the speakers and audience discussion.

Bob Siarot, Maui engineer for the state Department of Transportation, Kula Community Police Officer, Ernie Soares, and Everett Dowling will discuss the traffic situation on Kula Highway between "Five Trees" and the Kulamalu entrance. 

Representatives of Maui's Civil Defense Agency and the American Red Cross will explain how to prepare for hurricanes and other disasters and what to do and where to go if the community is hit. 

How to prevent and fight fires during a drought will be the topic for the speaker from the Maui Fire Department's Fire Prevention Bureau. 

Emergency medical service, 24-hour ambulance service, and community health services will be reviewed by state Department of Health official, Donna Maiava and Alan Lee, administrator of Kula Hospital. 

You are encouraged to attend, ask questions, and participate in the discussion on keeping Kula safe. For information, call 878-1342. 

What Has Your Association Been Doing?

  • Provided public testimony on Kihei-Upcountry Road.
  • Reviewed Board of Water Supply Strategic Plan and provided input. 
  • Supported legislative endeavor to fund 24-hr emergency medical services based in Kula.
  • Initiated beautification project to enhance Kula with Jacaranda tree planting.
  • Testified to County Council in opposition to raising real property taxes and in favor of reducing cost of local government.
  • Supported the release of government funds for Upper Kula Ag water line. 
  • Supported legislation to provide tax credits for agricultural water storage and irrigation systems.
  • Developed KCA Policy and Position Statements on Water. Testified to Board of Water Supply on upcountry needs.
  • Requested Planning Commission to provide all Upcountry residents information on the proposed Maui Youth and Family Services facility on Omaopio Road and to hold hearings Upcountry before taking action.
  • Requested Department of Transportation resolution of traffic situation on Kula Highway between "Five Trees" and A'apueo Parkway.
  • Adopted resolution supporting renewable energy and urging the legislature to foster its development.

  • Water Supply and Distribution with adequate funding and system integration with Central Maui water system
  • Integration of Hawaiian Homelands development into Upcountry Community
  • Kula Lodge Renovation under Project District constraints
  • Kihei-Upcountry road alignment
  • Street Address Renumbering to provide for greater safety and convenience to Upcountry residents
  • Planning and Implementation of Trails and Bikeways in accordance with the Upcountry Plan
  • Copp Road to Waldorf School Sidewalk for pedestrian safety and convenience
  • Plans for local parks tied into trail and bikeway plans for neighborhood use
  • Police recruitment to sustain full-time assignment of a community police officer in Kula
  • Road maintenance and improvement
  • 24-hour ambulance service based in Kula


Kulamalu Project Status:

In response to a request from KCA Secretary Gina Flammer for a status report on the Kulamalu Project, Mr. Dowling provided the following article and also offered to attend the May 18th General Meeting. He will be available during the Open House, 6:30 to 7:00, with an informational display and to answer questions.

�For the past couple of years Kulamalu Limited Partnership has been engineering and constructing the off and on site infrastructure required to support the Kulamalu development located across from Kula 200. The last of these infrastructure improvements will be completed this July.� 

�Construction of the Kulamalu commercial area will commence in August. This approximately 39 acre area will include 19 commercial lots varying in size from .5 to 1.5 acres. Also included are 5 acres for a petting zoo and 15 acres for park and as yet to be determined use. The commercial lots will be offered in fee simple and will be subject to design guidelines. The marketing of these lots will begin in June.�

�Residential construction will begin late this year. The 10,000 square foot lots will be located along the 7th fairway of the Pukalani Golf Course. The first two phases will contain about 60 residential lots.�
