Board Meeting Minutes
November 6, 1997
Call to Order
The meeting was called to order by President Alan Kaufman at 5:30 PM in the Kula
Elementary School Library.
Attendees
Members present were: Henrietta Chong, Erwin DePonte, Sue Guille, Gerri Hestand, Brian
Jenkins, Alan Kaufman, Elliott Krash, Henry Lau, Charlie Maxwell, John McDonald, Dick
Mayer, Ron Sakugawa, Mitch Silver, Steve Sutrov, and John Wilson.
Members excused were: Sean Cleveland, Ross Guthrie, and Karolyn Mossman.
Members absent were: Tom Jewell and Ben Keau.
Others attending were: Ernest Soares, community police officer.
Communications
Maui County Arborist Committee: As part of Arbor Week (7 Nov-15 Nov), informational
"1st Annual Maui Lawn and Garden Fair" sponsored by the Maui Assoc. of Landscape
Professionals at Kaahumanu on Sat Nov 8th. Looking for pictures of trees, "then and
now" i.e., When first planted and when mature. Call 243 7325
Treasurers Report
The Treasurers report, read by Alan Kaufman, gave the previous balance of $1065.06,
with revenues of $852.85 ($355 from dues, $448 from T-shirts, $48.13 from mailing
reimbursement, and $1.72 in interest) and no expenditures, bringing the current balance to
$1917.91. On a motion by John Wilson, seconded by Steve Sutrov, the report was accepted,
subject to audit.
Secretarys Report
The minutes of the 2 October meeting were approved as submitted on a motion by Charlie
Maxwell, seconded by John McDonald.
Committee Reports
Nominating: John McDonald announced the slate of officers - John Wilson, President; Sue
Guille, Vice President; Karolyn Mossman, Treasurer; and Elliott Krash, Secretary. The
officer and director candidates will be presented for election at the 20 November General
Meeting. Additional nominees from the floor may be offered.
Membership: Gerri Hestand announced that there are 472 members. Alan Kaufman reported that
the recent newsletter has generated several new memberships each week since the mailing
but not a large number because it is too soon after the March mailing to expect renewals.
He suggested a possible February mailing with a high interest topic to generate renewals.
Technology: Following general discussion on the benefits of using E-mail for presenting
issues to the community and soliciting opinions and comments, the Board agreed that the
committee should collect E-mail addresses at the Harvest Festival and enhance the KCA web
site to include such features as past minutes, information on issues, a members data base,
and links to other Kula community organizations. In addition, on a motion by Charlie
Maxwell, seconded by Brian Jenkins, the Board approved expenditure of $100 to register a
domain name that will be easily recognized and recalled. Kulamaui.com has been suggested.
Safety/Crime Prevention: Henrietta Chong reported on the status of the Maui News article
being written by Carmel Forsberg on 24 hour ambulance service. She requested assistance in
assuring that this article and others are published and information on the necessity for
Kula-based EMS is transmitted to the decision makers. The Directors agreed that key
legislators and reporters should be invited to the December Board meeting or a separate
meeting at their convenience.
Highways: Charlie Maxwell, Steve Sutrov, and others reported on recent conflicting
statements on the widening of the Haleakala Highway, including targeted completion dates,
the width of the right of way, and whether the median will be a landscaped strip or a
Jersey barricade.
Parks: Henry Lau reported on the successful completion of the tennis courts and suggested
that a letter be sent conveying the KCAs appreciation and mentioning the need for
minor improvements (benches, toilets) and for monitoring activities inappropriate for the
location (skateboarding on the courts).
Hawaiian Homes: Charlie Maxwell reported that state level meetings on the Waiohuli project
are continuing but information may be available for reporting at the General Meeting. He
emphasized that water is not a problem.
Programs: Sue Guille reported that the greenways and trails program will include experts
and activists (Joe Bertram, Will Spence, Mike Baker, Dave Deleon) and that the format will
provide for audience participation (maps, markers, lists) since the purpose is to solicit
the communitys suggestions for use in the formal planning phase. In addition to the
program, the meeting will include: election of officers; a presentation on First Night
Maui; and committee reports.
Unfinished Business
Kulamalu: Sue Guille, Charlie Maxwell, Dick Mayer, Steve Sutrov, and others reported on
the County Councils meeting on 5 November at King Kekaulike. They noted that
testimony was mixed, that the Council seemed to favor approval, and that specific concerns
regarding traffic, water, and pedestrian/student safety might be addressed in the
Councils action. Following discussion on traffic and related concerns, the following
motion by Steve Sutrov (seconded by Dick Mayer), as amended by Dick Mayer (seconded by
Steve Sutrov), was approved with two abstentions (Charlie Maxwell and John Wilson): That
the Kula Community Association send a communication to the Maui County Council, the State
Department of Transportation, and Everett Dowling reiterating the Associations
position on the location of the Upcountry terminus of the Kihei/Upcountry highway and that
approval of the Kulamalu project be conditional on the Upcountry terminus of the
Kihei/Upcountry highway not being located in the Kulamalu development area.
Maui Bow Hunters: Alan Kaufman and Elliott Krash reviewed their observations on the impact
of the MBH site on the adjacent residences and possible remedies. The Directors discussed
briefly the KCAs involvement in this matter and agreed that it is appropriate given
the purpose of the KCA "to improve the quality of life for the residents of
Kula".
Harvest Festival: Alan Kaufman reminded the Board of the date and time
(22 November, 9:00 to 3:30) and asked for additional volunteers for the KCA/PTA booth
(T-shirt sales, petition for 24 hour EMS, membership sign up, E-mail sign up).
New Business
KCA Domain Name: See above, Committee Reports - Technology.
Motor Bike Trails: Erwin Deponte suggested that there should be trails for motor bike
riders to keep them off the highway and public and private lands where they may not be
welcome. Sue Guille pointed out that a track and trails are being planned in central Maui;
Ernest Soares noted that some of the riders are suspected of running drugs and deer
poaching; and Charlie Maxwell commented that the bikers are causing serious damage to the
flora and fauna.
Makahiki Celebration/Haleakala: Charlie Maxwell announced the Makahiki celebration (for
Native Hawaiians only) to be held at the summit on 29 November (concurrence of Pleiades
and new moon). Further discussion emphasized the need for the KCA to reiterate the
position in the Upcountry Plan on maintaining Haleakala in its present state and banning
further building.
